Property Rights vs. Poverty:
In
Latin America it is difficult for ordinary citizens to get legal title to
land. Farmers and urban squatters are often prevented from owning their farm
or home by the government bureaucracy. Hernando de Soto, a Peruvian
economist, has proposed that if governments would streamline their property
laws, literally millions of their citizens could be lifted out of poverty.
This class discusses the indispensible role of clear and enforceable
property rights in a market economy.
